Border Crossing Point (BCP) Deputy DirectorPosition OverviewThe Economic Resilience Activity (ERA) is focused on facilitating the increased flow of commodities from Ukraine through its EU borders to prepare for better integration with the European Union. Between 2023-2026, USAID is dedicating $115 million to support the State Agency for Restoration and Development of Infrastructure of Ukraine (SARDI), Ukrainian Railways (UZ), and State Customs Services to upgrade border crossing points (BCPs) to improve grain trade and export volumes, transportation routes, and passenger traffic. ERA is upgrading border crossing points (BCPs) and adjacent cargo processing infrastructure to increase trade and integration capacity through both short-term rapid upgrades and longer-term improvements. ERA is looking for an energetic and highly organized candidate to work alongside the BCP Director to oversee construction management, personnel management and training, and quality assurance to support Ukrainian border crossing point upgrades. Це адаптивний компонент, і ERA може також реагувати на інші надзвичайні потреби в умовах триваючої російської агресії та атак на критично важливу інфраструктуру України.Про завдання Основною метою консультацій є забезпечення наявних ресурсів для підтримки завдань, пов'язаних з проведенням експертизи проектної документації на предмет її придатності для участі в тендерах, можливості будівництва та технічного обслуговування перед оголошенням тендерів, на періодичній основі та в міру необхідності для забезпечення економічно ефективного проекту, який є придатним для участі в тендерах, можливості будівництва та технічного обслуговування з меншими перевитратами та затримками.Задачі та вимогидо виконання :Консультант надаватиме підтримку та допомогу проєкту USAID в інженерно-технічних питаннях, виходячи з потреб. Його роль полягає в тому, щоб залишатися гнучким до нових викликів, які супроводжуватимуть розвиток напрямку Покращення Інфраструктури протягом усього періоду виконання завдання. Інженер-експерт з перевірки проектування повинен застосовувати на цій посаді свій спеціалізований досвід у сфері будівельних процедур, проектних норм, практики закупівель будівельних послуг в Україні, нормативних актів USAID та політики DAI. Експерт-консультант повинен знати українські інженерні та будівельні норми, правила, практики, методи та оцінки вартості будівництва.Консультант повинен виконати наступним завдання:1. Проведення інженерної експертизи проекту (Design Documentation Review (DRE)). Майже вся проектна документація буде українською мовою. Очікується, що консультант з DRE зробить всебічний внесок у надання відгуків на пакети (томи) проектної документації (ПД), що подаються субпідрядниками до проєкту USAID на стадії проектування, в рамках наступних аспектів:Перевірка повноти ПД з точки зору її придатності для участі в будівельних тендерах;Перевірка окремих комплектів креслень (томів), зазначених у спеціальних запитах АМР США, на предмет їхньої повноти та відповідності українським стандартам, правилам, будівельним нормам, технологіям і практикам;Перевірка ПД на предмет їхньої адекватності та відповідності політиці та положенням USAID (спеціальні запити на окремі томи);Перевірка ПЗ на предмет їхньої відповідності вимогам будівництва (за окремими запитами щодо конкретних обсягів);Перевірка документації на відповідність ринковим цінам в Україні (спеціальні запити щодо конкретних позицій, особливостей робіт, матеріалів).Результатом роботи будуть чек-листи конкретних перевірених позицій, коментарі, пропозиції щодо вдосконалення з науково обґрунтованим обґрунтуванням, ДД із зазначеними коментарями, а також підсумковий звіт.2. Надати допомогу в закупівлі будівельних послуг та експертизі кошторисів. Майже всі документи будуть українською мовою. Очікується, що консультант надаватиме наступні послуги/відгуки, за необхідності, в рамках закупівлі будівельних послуг та на початкових етапах будівництва проекту:Перевірка тендерних пакетів на закупівлю будівельних послуг з точки зору їх повноти та відповідності тендерним процедурам проектуПеревірка процесу мобілізації будівельних підрядників, планування, послідовності та етапів, а також планів та їх відповідності строкам проекту та українському законодавству, включаючи, але не обмежуючись, нормативно-правову базу, повноту страхової документації та повноту сертифікаційної документації, що забезпечить успішну та своєчасну мобілізацію будівельних підрядників на визначеному ними майданчику.Будуть розглянуті отримані результати, надані коментарі до документів з рекомендаціями та альтернативами, а також підготовлений підсумковий звіт.3. За необхідності, надавати підтримку технічній команді у процесах інженерного та будівельного адміністрування. Необхідні послуги можуть включати розгляд претензій, замовлень на зміну та суперечок із будівельним субпідрядником з метою перевірки вартості, термінів та механізму виконання робіт, а також відповідальної сторони за замовлення на зміну. Буде перевірено отримані результати, підготовлено короткий звіт з питань, а також аналіз та рекомендації з кожного питання. Передбачається, що послуги будуть надаватися дистанційно, хоча за необхідності можуть знадобитися послуги з виїздом на місце. Очікується, що результати роботи консультанта сприятимуть успішному плануванню, проектуванню та закупівлі будівельних послуг, а також забезпечать відповідність проекту вимогам, ефективність та економічну доцільність.Кваліфікація: Магістр/бакалавр у галузі будівництва або інфраструктури чи суміжних галузях.Сертифікат категорії «архітектор/інженер» та/або «експерт» рівня CC2 або вище.Сертифікат технічного нагляду (Технагляд) також є прийнятним, якщо він підтверджується професійним досвідом, що відповідає експертизі проєктів, нагляду за будівництвом та перевірці відповідності.Мінімум 10 років досвіду роботи у сфері технічного нагляду за проєктуванням та будівництвом.Знання англійської мови на середньому рівні є обов'язковим. Under AGRI-Ukraine, ERA partners with public and private companies to complement and leverage urgently-needed grain transportation and transshipment investments.INFRASTRUCTURAL IMPROVEMENTSERA also directly supports the Government of Ukraine, including the State Agency for Restoration and Development of Infrastructure of Ukraine (SARDI), the State Customs Service and Ukrainian Railways, to upgrade 42 of Ukraine’s border crossing points (BCPs). PERFORMANCE TASKS AND REQUIREMENTS The Consultant will support and assist the Ukraine ERA Infrastructure Component in engineering and technical issues based on need. The role is designed to remain flexible to the incoming challenges that will accompany the growth of the BCP construction component throughout the assignment. The Design Review Expert should apply his/her specialized experience in construction procedures, design regulations, procurement of construction services practices in Ukraine, USAID’s regulations, and DAI’s policies to the position. The consultant expert should know Ukrainian engineering and construction rules, regulations, practices, techniques, and estimates of construction costs.The consultant shall complete the tasks as follows:1. Conduct engineering Design Review (Design Documentation Review (DRE)). Almost all the Design Documentation will be in the Ukrainian language. The DRE consultant is expected to provide the following services/feedback, as needed, within the construction services procurement and initial phases of the construction of the project:Review of construction services tender packages in terms of their completeness and adherence to tendering procedures of the projectReview of the construction contractors' mobilization process, scheduling, sequencing, and staging and BoQ, QA/QC plans and its adherence to the project’s timelines and Ukrainian legislation, including, but not limited to, legal framework, completeness of insurance documentation, and completeness of certification documentation—allowing for the successful and timely mobilization of construction contractors to their designated site. Deliverables will be reviewed, and comment on documents with recommendations and alternatives along with a summary report.3. Support the BCP team in engineering and construction administration processes, as needed. The services needed could be to review claims, change orders, and disputes between A/E and construction subcontractor to check cost, delivery time and mechanism, and the liable party for the change orders. Deliverables will be reviewed, a short report on the issues and analysis and recommendations on each issue. Services are anticipated to be remote, although onsite services may be required if necessary. The consultant’s deliverables are expected to facilitate successful BCP infrastructure planning, design, and procurement of construction services and ensure the project's compliance, efficiency, and value engineering.QUALIFICATIONSMA/BA in Civil or Infrastructure Engineering or a related field.A category certification as "architect/engineer" and/or "expert" level CC2 or higher.Technical supervision certification (Technahlyad) is also acceptable if supported by professional experience consistent with design review, construction supervision, and compliance verification experience.A minimum of 10 years of specific experience in design and construction supervision.Mid-level English is required.
