The Ukrainian president has since enacted martial law resulting in the general mobilization and management of the country by the military.From September, UAF (Ukrainian Armed Forces) pushed back the aggressor in the east and south of the country with the recapture of some strategical cities. Meanwhile, RF forces continued their offensive with strikes across the country. In response, on September 21st, Vladimir Putin announced the partial mobilization of 300,000 people to reinforce the invasion of Ukraine. Then, from 23 to 27 September 2022, the authorities of the separatist republics of Donetsk and Lugansk, as well as the administrative authorities installed by Russia in Kherson and Zaporizhia oblasts, hold annexation referendums in the occupied territories of Ukraine that are widely regarded outside Russia as sham referendums. The results, although disputed by the international community, are all over 95% in favor of annexation. On 30 September, Vladimir Putin signed the annexation decree. Security, working and living conditions Despite the fluctuating security situation in Ukraine, the environment in Lviv (where the coordination team is currently based) is relatively calm and travel on foot or by taxi is permitted in the city center and it is possible to go out in bars, restaurants. There is country wide government imposed curfew in place from 24:00 to 05:00 according to the martial law in force in the country. TGH team works in spacious and well-equipped offices in the city center. Access to good internet connection in the offices and accommodations. Profile Significant experience in monitoring and evaluation, preferably in a humanitarian context and multi-country or consortium projects. A university degree in a field related to data management or information systems (computer science, statistics, etc.). Excellent command of IT and data management tools in both Microsoft and Google environments (Excel/Google sheets, Google Data Studio, Google drive and workspace). Excellent command of Kobo Mobile Data Collection platform. Full proficiency in English. Sound knowledge of project cycle management, and its tools, and best practices. Experience with participatory appraisals. Demonstrated technical skills in results-based monitoring, development of FCR procedures, data quality assurance, capacity building of staff on M&E. Lead the Consortium monthly meetings on Protection. Share information on TGH activities and intervention (protection data) and promote visibility, good relations and collaboration with other actors working on the humanitarian response (UN, clusters, authorities, NGOs). Coordinate with NGOs, institutions and partners working in the field of Protection in Ukraine to establish/maintain referral mechanisms. PSEA Referent Prevention: training and awareness sessions, facilitate awareness campaigns on PSEA to affected populations and local communities, conduct periodic evaluations of TGH's PSEA guidelines and practices. Security, working and living conditions Despite the fluctuating security situation in Ukraine, the environment in Lviv is relatively calm and travel on foot or by taxi is permitted in the city centre. It is possible to go out in bars, restaurants... but there is a curfew in place from 11pm to 6am according to the martial law in force in the country. TGH team works in spacious and well-equipped offices in the city centre, close to the apartments where the expatriates are accommodated. Access to good internet connexion in the offices. The position could be based in another location in the coming months depending on ongoing discussion about coordination team relocation. The MEAL Manager will ensure plans for monitoring and outcome measurement activities are in place. You will also perform continuous activity monitoring to identify bottlenecks, lessons, and opportunities for programming. You will support project managers with reporting and contribute to the learning process, and will support proper and adequate resource management for the MEAL field team.More precisely, you will be responsible for the following position:Ensure the use of MEAL systems for ACF programs at the area level to ensure compliance with donors and ACF MEAL standards, including representation of the organization.Support the recruitment of the MEAL team at the base, including follow-up with HR.Ensure proper and timely reporting of MEAL activities, including HR and financial management.Manage the planning process, the sharing, and coordination of MEAL team tasks.Validate the analysis of MEAL data of different projects as needed through Excel, SPSS, or other statistical software submitted by M&E officers.With the support of the Head of the MEAL Department, develop and roll out a user-friendly, purpose-built information management system for the mission, including the implementation of the FCRM at the area level.Build the capacity of base MEAL staff through trainings, mentorships, and coaching to ensure quality control of monitoring and evaluation activities.Support the Head of the MEAL Department and the Deputy Head of the MEAL Department to conduct and operationalize MEAL capacity assessments among MEAL and project staff.Support the Head of the MEAL Department in building the capacity of staff on MEAL-related topics, including training needs assessment.Ensure compliance with ACF Values & Principles, Gender Equality, Child Protection Sensitivity, and Safeguarding Policies.
