They will serve as the key liaison with local and international implementing partners, the Cash Working Group, the Shelter/NFI Working Group, the Task Forces on Social Protection as well as municipalities and governmental partners, the private sector and other stakeholders. As this is a fluid and rapidly changing context, the location of this assignment may change based on the needs of the program, but will be based either in Kyiv with regular travel to field locations in Dnipro, Kharkiv, Odesa, Kherson and Mykolaiv. The PLSO serves as a liaison to and facilitates communications between the IPs and USAID/Ukraine, and between IPs themselves, to enable the IPs to better use and share publically available information as a decision support mechanism. POSITION SUMMARYThe Operations Manager, for Ukraine PLSO is the leading member of the security team and is responsible for the management of the PLSO program. The position oversees all aspects of the program, including HR, long-term expatriate and local staff, short-term technical experts, financial management. The Operations Manager will be the primary liaison between Q2 Impact home office and USAID. The Operations Manager ensures compliance and will represent the program to external audiences, including USAID, IPs, other USG agencies, and other donors as required. **This position is based in Ukraine** PRIMARY RESPONSIBILITIES Serve as the USAID/Ukraine Liaison to the Executive Office (EXO) for IP security matters and serves as the point of contact between USAID and its IPs on security issues. Collaborate with the Mission’s technical teams, EXO leadership, and other USG agencies in Ukraine and be the primary POC for the Contracting Officer Representative and the Contracting Officer. Support IPs identify needs and sisues relevant to their safety and security related to non-front line and front-line specific issues and needs. Understand medical and general evacuation/recovery procedures. Coordinate with relevant in-country entities for the purpose of sharing and aggregating security information among partners working in the same environment, including but not limited to convening and/or promoting IP information-sharing and networking events or tools. Facilitate formal and informal briefings to newly arrived international staff of USAID IPs tailored to suit the IPs organizational approach and area of operations. Provide briefings to individual IPs and include non-prescriptive personal security advice. Understand security from the Ukraine context. MINIMUM EDUCATION, EXPERIENCE, SKILLS & QUALIFICATIONS Minimum of a Bachelor’s degree with a preference for a degree in criminal justice, political science, or foreign assistance-related field. The teams directly contribute to evidence-driven decision making by layering information from primary sources, open sources and responders’ programmatic data, where it is analyzed by subject matter experts and data scientists. This analysis is grounded in Mercy Corps’ status as an operational NGO, keeping products timely and relevant. In response to the humanitarian situation in Ukraine as well as the regional implications of this crisis, Mercy Corps established an in-house analysis and early warning capacity to inform better program design and program implementation. Since then, Ukraine Crisis Analysis team (UACAT) has expanded its reach as a broker for analyses relevant at the operational, strategic, and programmatic level. The PositionThe Team Lead is responsible for driving the vision and strategy of the Ukraine CAT with the delivery of complex analytical products that inform stronger and more effective programming for MC’s Ukraine Response, in line with the country strategy. The Team Lead ensures relevant contextual nuances are part of MC Ukraine’s high-level advocacy messaging. Ultimately, they provide the MC Ukraine Response senior management with a comprehensive picture of local trends, identifying CAT products to help MC program’s prepositioning for new funding. The COP is responsible for the overall management and representation of the activity and is ultimately accountable for the delivery of desired project results, an effective adaptive management approach, relationships with a range of stakeholders, and management of the project team and consortium. Hiring is contingent upon successful award of the project and USAID approval of the candidate. What You’ll Be Doing Manage the overall administrative, financial, and technical activities of the project. Lead project planning, putting in place team structures, technical and operational approaches, infrastructure, Monitoring and Evaluation (M&E), and feedback loops required for project delivery and success.Lead partnerships within the project consortium and with external stakeholders.  Represent the project to donor officials, host government officials, partner representatives, local stakeholders, and team members.Ensure alignment and cross-learning with Save the Children’s program and technical priorities in country and with the US Office.Build a strong project leadership team ensuring effective coordination between key technical, operational, and administrative functions.Ensure compliance with USG regulations, procedures, and Save the Children guidelines.Manage direct, transparent communications with partners, including negotiating scopes of work, addressing requisite revisions in programmatic work, and troubleshooting issues that may arise.Maintain oversight of high-risk areas, including but not limited to procurement, M&E, and staff security/duty of care.Ensure the quality of all project deliverables, including activities, outputs, documentation, and reporting.Establish effective communication and coordination with personnel from the government to implement interventions and incorporate country-wide priorities.Create and sustain a work environment of mutual respect, excellence, and high integrity.Reinforce and demonstrate Save the Children’s vision, values, and Code of Conduct principles. Required QualificationsBachelor’s degree in a relevant area of expertise, such as Psychology, Social Work, International development, or another relevant field.Minimum of 10 years of professional experience designing, managing, and implementing large and complex projects.At least five years of senior program experience in developing or humanitarian contexts, preferably in Ukraine, the Balkans, or Eastern Europe.In-depth knowledge of USAID regulations.Proven ability to build and maintain relationships with host country governments, donors, and other key stakeholders.Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally.Demonstrated commitment to fostering and maintaining an environment of diversity, inclusion, and belonging.Creative problem-solving skills with the ability to work effectively in a resource-constrained environment.Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.Excellent oral and written communication skills in English. Preferred Qualifications:Familiarity with the social, political, economic, and cultural landscape of Ukraine.Prior experience as COP or DCOP.Masters in a relevant field.Humanitarian experience working with the Nexis approach.Fluency in Ukrainian is an advantage. Why you should join the Save the Children Team…Save the Children US offers outstanding benefits that include health, dental, vision and life insurances, short-term and long-term disability coverage, an Employee Assistance Program, 403(b), generous vacation, personal sick leave, family leave, parental/adoption leave, commuter benefits, dress for your day, and much more.
