Of the affected population, 12 million people are expected to need humanitarian assistance, and 6 million with the most urgent humanitarian needs – including shelter, water, sanitation, hygiene services and basic non-food items.  IOM is rapidly scaling up Non-Food Items (NFI) distribution responses capacity in the country. Proposed intervention for NFI and Common Pipeline include direct and indirect NFI responses, assessment, monitoring, procurement, transportation, warehousing, and distribution of critical NFI supplies. Under the overall supervision of the Chief of Mission and the Programme Officer (NFI/Common Pipeline), and the direct supervision of the Project Officer (Non-Food Item), the successful incumbent will support to ensure good quality and timely provision of NFIs to conflict affected populations, including internally displaced population, returnees and affected host communities in Ukraine. Core Functions / Responsibilities:Under supervision of Project Officer (Non-Food Item), supports the overall IOM NFI direct implementation in Southern Regions of Ukraine (Kirovohrad, Mykolaiv, Odesa and Kherson regions). Assists in planning and implementation of NFI responses in the field locations, including assessment, verification, registration, and distribution, and post distribution monitoring as required. Assists Project Officer (Non-Food Item) in coordination with local authorities, partners, and other stakeholders on NFI needs and response plan in the Eastern Region, adapting the most appropriate distribution modality at the assigned distribution point. Identifies gaps in NFI partnerships on the ground (especially high risk/returnee areas) and reach out to new partners to establish working relationships on the ground. Processes all NFI requests from authorities and/or partners, conducts proper needs assessments and verification as per IOM NFI guidelines. Maintains and updates the distribution database and share updates to NFI reporting team. Prepares regular weekly update reports on NFI activities in the coverage areas, including achievements, challenges, and recommendations. Coordinates closely with NFI Supplies Management focal point and Supply Chain Unit on NFI transportation and stock management for Southern Regions responses. Under guidance of Project Officer (Non-Food Item), assist with post-distribution monitoring activities, including planning and participation in the field locations. Under guidance of Common Pipeline Officer (NFI), assist with the process of distribution through common pipeline modality. Job Description: The role of a Family Based Safety Services supervisor is a fast-paced, high energy position requiring daily assessment and decision-making of child safety issues, and permanency. One must possess the initiative to independently organize and manage numerous tasks associated with the position. The FBSS supervisor must ensure that cases are transferred to FBSS in accordance with policy. FBSS supervisors attend case staffing’s (transfer, legal, etc) and provide recommended next steps. They assist staff with determining child safety associated with Parental Child Safety Placements and family reunification. They ensure documentation around these decisions is thorough and concise. FBSS supervisors ensure safety plans are individualized and associated with immediate child safety. The ensure service plans are individualized and associated with treatment or services to enhance protective capacities. Essential Job Functions: •Plans and manages unit operations to achieve project goals and objectives for services delivery by monitoring caseloads, consulting with staff on case issues, approving leave, and holding unit meetings •Selects, manages, and develops staff through field visits with staff, review of performance data, conferences, training, and performance appraisal. •Interprets program policy and procedures to unit staff, other agency staff, parents, children, youth, caregivers, the courts, CASA, other stakeholders, and the general public. •Evaluates unit performance through case readings, computer reports, and observation of unit operations to ensure unit compliance with policy, procedure, and service control requirements. •Develops and maintains effective working relationships between Child Protective Services staff, Child Welfare boards, the general public, legal, medical, educational, and other community resources. •Makes casework decisions regarding the removal and placement of children, and works with county and district attorneys on legal measures to initiate on Child Protective Services cases. •Performs other duties as assigned and required to maintain unit operations •Promotes, monitors, and ensures that respect is demonstrated for cultural diversity. •Attends work regularly in accordance with agency leave policy. The HSS Technical Officer will report toHSS Coordinator.1. Role and responsibilitiesThe HSS Technical Officer shall participate in the below listed generic and specific tasks with an aim toensure that all NRC staff in Ukraine have access and support that is required for HSS-related documents. Generic responsibilities1. Participate and assist in the production of all HSS-related documents for Area Office and FieldOffices.2. Implement delegated HSS tasks according to the plan of action.3. Promote and stimulate HSS risk management culture.4. Contribute to weekly South Area HSS status updates and reports.5. Conduct physical verifications for all HSS-related equipment in the Area Office and Guesthouses6.
