Of the affected population, 12 million people are expected to need humanitarian assistance, and 6 million with the most urgent humanitarian needs – including shelter, water, sanitation, hygiene services and basic non-food items.  IOM is rapidly scaling up Non-Food Items (NFI) distribution responses capacity in the country. Proposed intervention for NFI and Common Pipeline include direct and indirect NFI responses, assessment, monitoring, procurement, transportation, warehousing, and distribution of critical NFI supplies. Under the overall supervision of the Chief of Mission and the Programme Officer (NFI/Common Pipeline), and the direct supervision of the Project Officer (Non-Food Item), the successful incumbent will support to ensure good quality and timely provision of NFIs to conflict affected populations, including internally displaced population, returnees and affected host communities in Ukraine. Core Functions / Responsibilities:Under supervision of Project Officer (Non-Food Item), supports the overall IOM NFI direct implementation in Southern Regions of Ukraine (Kirovohrad, Mykolaiv, Odesa and Kherson regions). Assists in planning and implementation of NFI responses in the field locations, including assessment, verification, registration, and distribution, and post distribution monitoring as required. Assists Project Officer (Non-Food Item) in coordination with local authorities, partners, and other stakeholders on NFI needs and response plan in the Eastern Region, adapting the most appropriate distribution modality at the assigned distribution point. Identifies gaps in NFI partnerships on the ground (especially high risk/returnee areas) and reach out to new partners to establish working relationships on the ground. Ensure that the accounting, monitoring, and reporting are according to procedures. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and reports any breaches/concerns to the line manager and/or focal point for proper action. Specific responsibilities Review and ensure accuracy of an implementing partner financial report and respective supporting documents Review payment documents and ensure accuracy and compliance with donor requirements. Oversee with Banks, their reconciliations, etc. Ensure that the accounting, monitoring, and reporting are according to NRC and Donor procedures. Review and ensure accuracy of all the financial data entered in to Agresso. Ensure data archiving as per NRC standards and policies. Manage, train and guide Finance Officer(s)/Assistant(s) in Area and Field Offices. Support Finance Manager in following up with the budget holders on spending plans and monthly cash forecast Support project/programme staff in budget preparation, spending plans and BVA monitoring and timely payments Support area off month end, year end and project end closures as per NRC and donor procedures. Provide support to all audits at area level. Ensure optimal allocation of expenses in line with approved budgets and projected expenditures (master budget, allocation tables, . Provide finance raining and capacity building to finance and non-finance staff at area level. Implement any other Finance related task as requested by the Live Manager. These attitudes and believes shall guide our actions and relationships.Background:The Norwegian Refugee Council (NRC) has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Rapid change of situation in February 2022 during which whole Ukraine became affected by the conflict required significant scale-up of emergency programmes. NRC’s humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter & WASH, Information Counselling, and legal Assistance (ICLA), Camp Management (CCCM), Protection from Violence, Livelihoods and Food Security (LFS), Education; as well as a large Cash programme to vulnerable conflict-affected people. The level and intensity of the crisis in Ukraine remains high and humanitarian and protection needs are overwhelming.NRC Ukraine works with local partners to extend its access to people in need and to build the capacity of local institutions for longer-term sustainability. To work in partnership most effectively, NRC Ukraine is strengthening its internal systems and developing standard operating procedures for partnership management as well as revising NRC’s existing partnership toolkit.
