She/he will support in the needs identifications for collective centres regarding infrastructure repairs and refurbishment. In addition to following up on the work of contractors/labours and organizing and monitoring cash for work on community level interventions. Core Functions / Responsibilities:Support the project team in planning, execution and handover of construction projects (rehabilitation of infrastructure buildings, water supply, drainage and sewerage systems) by coordinating and monitoring activities of the contractors and coordinating with implementing partners and stakeholders. Conduct field visits to assess damages and repair needs on collective centers, apartment buildings and other communal and private structures as well as communal infrastructure. Develop Bills of Quantity and Bills of Materials, designs and draft other necessary engineering documentation based on national legislation and IOM standards. Provide technical support to the Procurement Unit, by reviewing or preparing Bill of Quantity (BoQs) and other construction-related procurement documents, performing bid analysis and technical evaluation of the bids to assure transparent and fair tendering process. Perform site inspection and regular monitoring of rehabilitation works implemented by the contractors to ensure quality assurance and verify that works are executed effectively and efficiently, by complying with all technical requirements of IOM and Government authorities. Monitor contractor’s compliance with the technical requirements of the contract and schedule compliance by regular review of deliverables and recommendations to the project team on appropriate corrective actions, when necessary. Assist the project team in coordination with external stakeholders (governmental, other aid actors, affected population). Provide assistance to the project team in writing regular reports as required, by collecting, analyzing and summarizing information on various aspects of the project including financial, technical and schedule compliance. Perform such other duties as may be assigned.Required Qualifications and ExperienceEducationHigh school technical construction diploma/certificate or equivalent with at least five years of relevant work experience;ORBachelor’s degree or equivalent in Civil Engineering from an accredited academic institution with at least three years of relevant professional experience; Certification as a licensed professional engineer.ExperienceExperience in shelter projects and distributions; Excellent knowledge of structural analysis and operating adequate software. Your mission Under the responsibility of the Health Project Manager, the Rehabilitation Technical Officer contributes to the implementation of Humanity & Inclusion's mandate and 10-year strategy in his or her home country. He/she works closely with the program’s technical team. Contributes to the strengthening of referral pathways into existing rehabilitation services CHARACTERISTICS OF THE POSITION: The security situation in Ukraine remains relatively stable, although there are frequent days and nights of air alerts. However, markets, restaurants and cafes are open, and life continues as normal. There is a strict curfew, the hours depend on the region. During the winter, most attacks target energy structures, mainly power grids and power plants, resulting in sporadic disruptions of electricity, water, heating and communications. HI has 3 hubs, one in the East (based in Dnipro with sub bases in Kharkiv and Poltava), one in the West (based in Lviv), one in the South East (based in Mikolaiv) and the coordination is in Kyiv. HI staff is accommodated in guesthouses or in hotel (during business trips), usually near HI offices, restaurants, cafes, shopping centers within walking distance and near a shelter (the shelter is either in the building or easy to reach). Movements between sites can be made by car (Hi drivers) or by train, depending of the region and time. The security in Mykolaiv city and surroundings area of intervention remain relatively stable, although air alarms tend to disrupt work and out of activities.   Mykolaiv being a Humanitarian hub for the South after Odesa, numerous international organizations are located in the city and social life (restaurant, café) is possible under a strict curfew (23:00 to 06:00). Good quality international and local food is available, and different restaurants at walking distance from the hotel and office. Communication (phone, mobile data, internet) is working well. HI currently has around 2 international staffs in Mykolaiv.
