The conflict has resulted in loss of life, injuries, and mass movement of civilian population throughout the country and to neighbouring countries, as well as severe destruction and damage to civilian infrastructure and residential housing. In summary, according to Office of Coordination and Humanitarian Affairs (OCHA) reports, with the scale and direction of the ongoing military operation, 18 million people are projected to become affected, including up to 6.7 million people projected to be newly internally displaced. Of the affected population, 12 million people are expected to need humanitarian assistance, and 6 million with the most urgent humanitarian needs – including shelter, water, sanitation, hygiene services and basic non-food items.  IOM is rapidly scaling up Non-Food Items (NFI) distribution responses capacity in the country. Proposed intervention for NFI and Common Pipeline include direct and indirect NFI responses, assessment, monitoring, procurement, transportation, warehousing, and distribution of critical NFI supplies. Under the overall supervision of the Chief of Mission and with the general guidance of the Programme Officer (NFI/Common Pipeline), and the direct supervision of the Project Officer (NFI), the successful candidate will help to ensure timely provision of NFIs to conflict affected populations, including internally displaced population, returnees and affected host communities in Ukraine. Core Functions / Responsibilities:Receives and reviews the NFI requests from authorities/partners and submit its recommendation to Project Officer (NFI) for final review and approval for NFI distribution. For the purpose of the vacancy, internal candidates are considered as first-tier candidates. Context: Under the overall supervision of the Chief of Mission and the Monitoring and Evaluation Officer, and direct supervision of the Senior Project Specialist (IP Monitoring), the successful candidate will provide general support to the implementation of IOM, Mission in Ukraine’s efforts with regard to reporting, monitoring, evaluation and accountability. Core Functions / Responsibilities: Participate in drafting data collection tools, templates, and assist in regular data collection process to monitor the progress and results of project implementation agreements with Implementing Partners; Assist in maintaining relevant databases; Collaborate across various project teams to support timely collection of data on project activities Undertake duty travels within Ukraine to conduct post distribution monitoring of implemented activities and to establish links with focal points in various communities for data collection purposes; Assist in compiling M&E reports for project implementation agreeements implemented through implementing partners, contributing to ad hoc project progress or final report. Assist in collecting survey responses, case stories, best practice documentation, lessons learned; updating and maintaining that information in project's reports and other knowledge products; Participate in virtual and offline internal and external monitoring through assisting in organizing and facilitating various events such as meetings, workshops, conferences, and seminars; Assist IOM’s CFM mechanisms in the receipt, referral and processing of complaints and feedback from beneficiaries, non-beneficiaries, partners, stakeholders and/or communities. Perform such other duties as may be assigned.Required Qualifications and ExperienceEducation School diploma with four years of relevant experience; or, Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience. Experience Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations; Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and, Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
