Coordonner l’organisation, l’accueil et la mobilisation des partenaires de mise en œuvre du projet (experts, bureaux d’étude, associations, sociétés privées, etc.) sur le terrain ; Faciliter l’organisation et l’animation des diverses réunions de coordination, d’échange et de concertation avec l’ensemble des parties-prenantes (atelier de programmation, comité technique, comité de pilotage, etc.) ; Assurer, en lien avec les autorités compétentes, le suivi de la mise en œuvre des prestations des experts dans chaque domaine d’expertise spécifique, et notamment l’utilisation et l’application des outils et procédures élaborée par les experts ; Faire remonter les difficultés rencontrées, les risques identifiés et/ou les éléments de contexte (sectoriel, sécuritaire, politique, etc.) pouvant avoir un impact sur la bonne réalisation des activités, et participer à l’identification de mesures de mitigation ; Participer à l’organisation des comités de suivi et de pilotage du projet, en étroite coordination avec les parties-prenantes nationales (autorités Ukrainiennes). 2.     La gestion administrative et financière du projet En étroite collaboration avec la Responsable administratif et financier (RAF) de la Cellule d’Appui Mutualisé EF (CAM) à Kiev et l’Assistant de Projet basée au siège à Paris : Assurer une coordination étroite avec les services de la CAM pour l’organisation administrative, financière et logistique des missions des opérateurs techniques sur le terrain ; Assurer la collecte des divers justificatifs de missions auprès des opérateurs techniques de mise en œuvre du projet (en lien avec la CAM) ; S’assurer que la planification budgétaire est cohérente avec la planification opérationnelle, identifier les écarts et proposer des ajustements lorsque nécessaire ; Appuyer le/la Responsable Achats et Juridique (RAJ) et la CAM concernant la chaine d’achat sur le volet programmatique d’achat et mise à disposition en urgence de matériels médicaux et équipements spécialisés, et notamment sur les aspects de règles d’importation et des questions logistiques en Ukraine ; Consolider le suivi budgétaire du projet ; Participer à des réunions régulières avec le RAF ou le/la comptable afin d’effectuer le suivi des dépenses du projet ; S’assurer que la CAM dispose des éléments nécessaires au reporting interne d’Expertise France (suivi financier, prévisions et clôtures budgétaires) et au reporting financier externe à destination du bailleur ; Contribuer au respect des procédures imposées par le bailleur de fonds (MEAE/CDCS) et Expertise France (règles d’éligibilité des dépenses, passations de marchés, subventions, reporting). 3.     Le suivi-évaluation-capitalisation du projet Sous la responsabilité du Chef de projet et en lien avec le /la Chargé.e du suivi-évaluation de la CAM, ainsi qu’avec l’appui des personnes ressources dédiées au siège d’Expertise France : Participer à la mise en place du cadre méthodologique et d’outils d’analyse pour suivre et mesurer les résultats sur l’ensemble du projet ; Participer au suivi des indicateurs (quantitatifs et qualitatifs) du projet, en lien avec le cadre logique ; Mettre en œuvre les actions requises pour faciliter le travail de collecte des données auprès des partenaires de mise en œuvre du projet, et contribue selon les besoins à leur analyse ; Participer au contrôle qualité des prestations/ livrables produits par les experts dans le cadre du projet (rapports de mission, livrables contractuels, etc.) ; Participer au travail de collecte et d’analyse des données sur le terrain ; Contribuer à l’élaboration et la consolidation des documents et livrables clés en lien avec les activités du projet (CR d’ateliers, de rencontres, formations, missions, etc.) ; Coordonner l’élaboration des rapports d’activités intermédiaires et finaux (narratifs et financiers) à destination du bailleur de fonds, selon les échéances et les modalités contractuelles, avant validation par le siège. 4.     Communication En étroite collaboration avec le Chef de projet Expertise France : Assurer le rôle de point focal pour la valorisation des activités du projet, en étroite collaboration avec le/ la Chargé.e de communication de la CAM, les services dédiés du siège et l’Attaché.e de communication de l’Ambassade de France ; Contribuer à l’élaboration des éléments de langage relatifs aux activités du projet sur lesquels une visibilité est attendue ; Contribuer à la mise en œuvre du plan de communication et de visibilité du projet. Expertise France en Ukraine La présence d’Expertise France – en tant qu’opérateur de l’État français en Ukraine – a récemment été renforcée dans le pays. Le dispositif d’Expertise France sur place se structure autour du projet « mAIDan », mis en œuvre en étroite coordination avec l’Envoyé spécial pour la reconstruction de l’Ukraine, l’ambassade de France à Kiev et l’ensemble de l’équipe France, avec pour objectif la mobilisation de l’assistance technique française en soutien à l’Ukraine pour répondre à l’urgence et préparer la reconstruction et le processus d’adhésion à l’UE. L’agence met également en œuvre un important projet européen en matière de justice (PRAVO) et soutient plusieurs partenaires de santé à travers un programme de santé nommé L’Initiative consacré à la lutte contre le VIH et la tuberculose. Le projet APPUI Santé Le projet d’Assistance Prioritaire en Période d'Urgence en Ukraine (APPUI Santé) est un projet financé par le Centre de Crise et de Soutien (CDCS) du MEAE, d’un montant de 12M€ sur 18 mois.  Il s'inscrit dans le cadre de la stratégie française pour la reconstruction et l’aide en Ukraine. L’objectif général du projet est de contribuer à l'amélioration de l'accès des populations ukrainiennes à des services de santé essentiels en temps de crise et de répondre aux demandes formulées en urgence par les autorités de santé ukrainiennes. Plus spécifiquement, il s’agira de : Améliorer la prise en charge des patients sur les filières de soins ciblées comme prioritaires ; Améliorer la qualité des services des établissements de santé ciblés à travers des travaux de réhabilitation et des achats de matériels et d’équipements spécialisés. Le projet s’articule autour de quatre (4) composantes : Appui au renforcement de la prise en charge spécifique en santé mentale et à la réponse aux traumatismes liés au contexte de guerre ; Réhabilitation d’urgence d’établissements de santé dans la région de Tchernihiv ; Achat et mise à disposition en urgence de matériels médicaux et équipements spécialisés ; Renforcement des échanges en matière hospitalière et mobilisation d’expertise. Qualifications/ Compétences techniques Diplôme de niveau Master en coopération internationale, développement, gestion de projets ou autre domaine pertinent ; Compétences en coordination d’équipe pluridisciplinaire et multiculturelle ; Excellentes capacité à construire des relations de confiance avec les partenaires nationaux et internationaux avec expérience démontrée ; Excellentes maitrise du pilotage et de la gestion de projet, principalement dans le secteur de la santé ; Bonne connaissance du secteur de la santé d’urgence ainsi que des autorités nationales et régionales de la santé en Ukraine serait un atout ; Capacité à mobiliser, entretenir, coordonner et animer des réseaux d’acteurs (experts, acteurs institutionnels, société civile, autorités, etc ; Bonne maîtrise des mécanismes de coopération, de l’aide publique au développement, des acteurs de la coopération internationale présents en Ukraine ; Capacité à mener un dialogue avec les partenaires techniques et financiers ; Très bonnes capacités de communication écrites et orales (rédaction de rapports techniques, documents d’analyse, comptes rendus, rapports d’activités, définition de termes de référence, etc.) ; Très bonne maîtrise des outils bureautiques, notamment Excel et Word ; Excellente maîtrise de l’anglais et de l’ukrainien (écrit et oral). Expérience professionnelle - Expérience d’au moins 2 ans en gestion de projet de solidarité internationale (humanitaire ou coopération internationale), d’assistance technique et/ou de la coopération internationale dans le domaine de la santé ; - Expérience significative en animation, outils et techniques de travaux participatifs ; - Expérience en coordination et gestion d’équipes. Aptitudes - Forte capacités de coordination et de travail en équipe ; - Fort sens de la diplomatie, très bon relationnel ; - Esprit d’initiative, autonomie et réactivité ; - Bonne capacité d’adaptation, flexibilité ; - Aptitude à la prise de décision et au management ; - Capacités d’analyse et de synthèse ; - Sens de l’organisation, planification et de l’anticipation.
