The conflict has resulted in loss of life, injuries, and mass movement of civilian population throughout the country and to neighbouring countries, as well as severe destruction and damage to civilian infrastructure and residential housing. In summary, according to Office of Coordination and Humanitarian Affairs (OCHA) reports, with the scale and direction of the ongoing military operation, 18 million people are projected to become affected, including up to 6.7 million people projected to be newly internally displaced. Of the affected population, 12 million people are expected to need humanitarian assistance, and 6 million with the most urgent humanitarian needs – including shelter, water, sanitation, hygiene services and basic non-food items.  IOM is rapidly scaling up Non-Food Items (NFI) distribution responses capacity in the country. Proposed intervention for NFI and Common Pipeline include direct and indirect NFI responses, assessment, monitoring, procurement, transportation, warehousing, and distribution of critical NFI supplies. Under the overall supervision of the Chief of Mission and the Programme Officer (NFI/Common Pipeline), and the direct supervision of the Project Officer (Non-Food Item), the successful incumbent will support to ensure good quality and timely provision of NFIs to conflict affected populations, including internally displaced population, returnees and affected host communities in Ukraine. Core Functions / Responsibilities:Under supervision of Project Officer (Non-Food Item), supports the overall IOM NFI direct implementation in Western Regions of Ukraine (Ivano-Frankivsk, Zakarpattia, Lviv, Chernihiv, Ternopil, Volyn and Rivne regions). Assists in planning and implementation of NFI responses in the field locations, including assessment, verification, registration, and distribution, and post distribution monitoring as required. Assists Project Officer (Non-Food Item) in coordination with local authorities, partners, and other stakeholders on NFI needs and response plan in the Eastern Region, adapting the most appropriate distribution modality at the assigned distribution point. Identifies gaps in NFI partnerships on the ground (especially high risk/returnee areas) and reach out to new partners to establish working relationships on the ground. Processes all NFI requests from authorities and/or partners, conducts proper needs assessments and verification as per IOM NFI guidelines. Maintains and updates the distribution database and share updates to NFI reporting team. Prepares regular weekly update reports on NFI activities in the coverage areas, including achievements, challenges, and recommendations. Coordinates closely with NFI Supplies Management focal point and Supply Chain Unit on NFI transportation and stock management for Western Region responses. Under guidance of Project Officer (Non-Food Item), assist with post-distribution monitoring activities, including planning and participation in the field locations.
