YOUR MISSION: Reporting to HI Ukraine Country Director and in collaboration with operational and support departments of the program as well as legal adviser firm with the support of the Emergency Division and the Risk & Audit Division, the Compliance Manager will support the Senior Management team and the Country Director in decision-making and risk-management related to compliance with: (1) national regulations and practices and contractual commitments ; (2) HI internal standards (3) anti-fraud corruption HI standards. S/he is a  central player in accountability, helping with the transformation by leading all the parties involved in the audits:  Finance, Logistics, Human Resources, the project team, partners and the external audit officer. Responsibility 1: Contriburing to HI Ukraine program Compliance with National Regulations and Practices Manage and monitor the legal advisor firm service contract and stands with the DP as communication focal point with the legal advisor firm. Develop and regularly update a legal framework requirement mapping and analysis in terms of risks and internal implications with the support of the lawyer, as well as an agreement/accreditation, and related requirement mapping. Develop and regularly update Legal Compliance Decision tracking tool, as well as SoP and ARCI for the implementation of legal requirements. In consultation with legal support from the lawyer’s firm, ensure that the organization is compliant with a legal requirement, efficient and ethical. Ensure that agreements are valid and assist managers in drawing them up (for the administrative and legal aspects) Responsibility 2: Strengthening HI Ukraine Relations with Government stakeholders Work with CD, Program, Support, and Technical teams to build positive and constructive relationships with key partners from the government and any other parties as required. When needed and in close coordination with SMR, proactively meet with relevant government bodies representatives to obtain documents or resolves issues related to program implementation Upon delegation by Country Director, represent and promote the organizational strategic vision in coordination meetings with government authorities, donors, partners, and other stakeholders. Ensure HI vision, values, and mandate are promoted among partners, government authorities, and other stakeholders. Support and advise CD on development of administrative and programmatic contacts Co-Lead assessment and due diligence process for implementing partners Responsibility 3: Ensuring the promotion of and compliance with the requirements contained in HI's policies, guidelines, processes and contracts of HI Ukraine Carry out checks and controls in the field, with HI staff in charge of projects and support services, and even audits of partner associations in operations. In addition, s/he pays particular attention to the practices and procedures of third party organizations: administrations or suppliers Monitor archiving throughout the program is compliant with the HI Archiving procedure. Liaise with HI HQ contact points as necessary to facilitate HI Ukraine operations NB: managers are responsible for setting up effective internal control systems and implementing procedures on a daily basis. Responsibility 4: Internal focal point for the prevention and management of fraud cases Ensure detection of malfunctions, irregularities and fraud and the proper use of internal reporting mechanisms. On assignment from the Programme Directorate, he/she may be responsible for conducting or participating in internal administrative investigations supervised by the Programme Directorate or by HI Headquarters. Ensure that the obligations in terms of communication, information and reporting, including incident notifications to donors are properly met. PIN has been active in Ukraine since , and since early August PIN humanitarian program has been rapidly expanding. PIN is currently growing its Shelter program as well as its role in the coordination of the Shelter response within the cluster system, especially in the east and south. Therefore, it is looking for a Subnational Shelter Cluster Co-chair to co-chair the eastern region shelter cluster supporting UNHCRs in the role of the chair.According to the Humanitarian Needs and Response Plan , a staggering million people, constituting 40% of the country's population, are in dire need of multisectoral humanitarian assistance. The effects are particularly intense in frontline and hard-to-reach areas, where not only is humanitarian access constrained, but localized capacities are also fragile. While the impacts of the conflict remain far-reaching, leaving civilians in various regions of the country exposed to continuous safety threats and other protection risks, the most acute humanitarian needs crystallize in the eastern regions (Dnipropetrovska, Kharkivska, Zaporizka, Donetska) and the southern regions (Khersonska and Mykolaivska).It is estimated that million residential properties are directly damaged by war, with an additional 37, houses affected by the catastrophic flooding caused by the Kakhovka dam, of which 15% are damaged beyond repair. The largest number of damaged houses is in eastern regions - Donetska, Luhanska, and Kharkivska oblasts, which have seen the heaviest ground fighting and bombardment. The total cost of damage to the housing sector is estimated to be over US$50 billion. In , approximately million people will need shelter assistance, with 36% and 26% falling into the extreme and catastrophic ranges, respectively. With the resources available through humanitarian assistance, million people are planned to receive support, leaving 49% unassisted. While housing remained one of the critical needs, absence of housing land and property documentation and a lack of information among the affected communities is hindering appropriate assistance and access to governments compensation mechanism for damaged and destroyed housing estimated 10% of surveyed population lack proper HLP documents. In addition to shelter needs, an estimated million people in Ukraine require SNFI assistance, including million non-displaced, million internally displaced people, and million returnees.About the role:The shelter cluster subnational co-chair for the east hub will work closely in support of the sector lead agency (UNHCR), to enhance the coordination set up, and representation of NGOs, INGOs, UN agencies, and other Humanitarian organizations who are members of the Shelter Cluster. The co-chair will be reporting to the subnational shelter cluster coordinator in Dnipro. The following tasks will be assigned:Main Duties & Responsibilities:1. HEAT training.Security situation in UkraineHumanitarian workers continue to operate throughout Ukraine, although the front line areas are being shelled almost constantly, and main cities are being targeted with missiles and UAVs quite regularly. PIN security SOPs require PIN staff to proceed to shelter should the risk level be assessed by the Security Department as the highest (launch of missiles or drones) and remain there until the air raid siren is cancelled, which cumulatively can be several times a week, occasionally for several hours at a time (although shorter periods are as well occurring). While air strikes that were targeting energy infrastructure have finished after winter, they have succeeded in reaching their goals and are likely to resume in late autumn/winter. At the moment military and civilian objects are being targeted, including the west of Ukraine. While Kyiv enjoys relatively strong air defence systems that are intercepting most of the missiles and UAVs, other regions are covered much less significantly which results in bigger damage.
