For the purpose of the vacancy, internal candidates are considered as first-tier candidates.Context:Under the overall supervision of the Chief of Mission, and the MHPSS Programme Officer and the direct supervision of the National MHPSS Officer, the successful candidate will coordinate the implementation of IOM’s Mental Health and Psychosocial Programme activities in different regions across Ukraine. Core Functions / Responsibilities:Coordinate a psychosocial mobile team (PMT) to ensure timely and effective execution of IOM MHPSS community-based programme’s activities in Chernivtsi oblast, ensuring equitable and appropriate allocation of tasks and responsibilities within the team, technical support and supervision of Psychosocial Mobile Team (PMT) members, as well as transparent and accountable use of allocated financial resources. Ensure the needs of the programme’s sites and assets are collected and reported to management. Organize the maintenance of dedicated assets, materials and spaces, keeping inventory, attendance sheets, logbooks and simple administrative records. Organize and chair teams’ coordination meetings, case management or activity management meetings. Identify training needs and resources of the teams and volunteers, and report them to the manager and the technical supervisor. Maintain established coordination and partnership with other PMTs, civil society organizations, including local NGOs, faith-based organizations, women’s and youth groups, and parents and teachers’ associations, as they relate to the work of the team. Assist the National MHPSS Officer and the programme management in the implementation and monitoring of project components. Liaise with selected Implementing Partners (IPs), as applicable, concerning the implementation of MHPSS programme activities and provide all necessary technical and logistic support. Coordinate with IOM Ukraine’s Logistics and Procurement Unit on all issues related to the purchase of materials, contracting of team members and other logistic needs of the team. Perform such other duties as may be assigned.Required Qualifications and ExperienceEducationBachelor’s Degree in clinical, counselling, social or educational psychology, counselling, anthropology, mental health, humanities or social sciences with five years of relevant work experience;ORHigh school diploma or equivalent with at least seven years of relevant experienceExperiencePrevious experience working on Mental Health and Psychosocial Support (MHPSS) programmes (required), with leadership roles (desirable). Rehabilitation Technical Officer - Health Project South Ukraine

Aligning itself with the priorities of the Ukraine Flash Appeal and Regional Refugee Response Plan, HI pillars of interventions are the following: Health: HI aims to improve access to quality physical rehabilitation and mental health and psychosocial services (MHPSS) for conflict-affected vulnerable population. Protection: Given the scale of humanitarian and protection needs, HI intervenes at various levels to ensure that vulnerable conflict-affected populations have access to multi-sectoral services tailored to their needs. In addition, HI aims to foster a disability-inclusive humanitarian response. Armed Violence Reduction: Recent and ongoing attacks dangerously exacerbated Explosive Ordnance (EO) contamination in Ukraine. In light of this, HI is conducting a multi-pronged approach to EO Risk Education and Conflict Preparedness and Protection (CPP), adaptable to the evolution of the conflict. Basic needs: to respond to the most acute needs for displaced households hosted by the local population or living in collective settings, HI is providing hygiene and non-food item kits, with an approach various modalities of intervention including in-kind and/or cash-based transfers. Humanitarian-to-humanitarian logistics (ATLAS Logistique): To facilitate the delivery of humanitarian assistance as close as possible to the most affected populations, HI proposes mutualized storage and transportation services to other humanitarian actors – with a specific focus on “last-mile transportation”. HI has 3 hubs, one in the East (based in Dnipro), one in Mykolaiv, and one in the West (based in Lviv), with a Coordination office in Kyiv. There are activities in other cities like Kharkiv and Poltava. HI staffs are accommodated in guesthouses or in a hotel (depending on the location), usually nearby HI offices, with restaurants, cafes, shopping centers within walking distance, and near a shelter (the shelter is either in the building or very easy to reach).  The security in Mykolaiv city and surroundings area of intervention remain relatively stable, although air alarms tend to disrupt work and out of activities.    Mykolaiv being a Humanitarian hub for the South after Odesa, numerous international organizations are located in the city and social life (restaurant, café) is possible under a strict curfew (23:00 to 06:00). Good quality international and local food is available, and different restaurants at walking distance from the hotel and office. Communication (phone, mobile data, internet) is working well. HI currently has around 2 international staffs in Mykolaiv.  To carry out projects of this mission, HI Ukraine is looking for an Rehabilitation Technical Officer for 5 months. YOUR MISSION Under the responsibility of the Health Project Manager, the Rehabilitation TO contributes to the implementation of Humanity & Inclusion's mandate and 10-year strategy in his or her home country. He/she contributes to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the project(s) concerned is optimized. He/she works closely with the program’s technical team. He/she is responsible for support and advice of the 2 national rehabilitation officers so that they properly achieves their technical activities.  YOUR RESPONSABILITIES Responsibility 1: Provides guidance and technical support to projects in accordance with the overall technical frameworks and standards within the rehabilitation sector.  Provides appropriate rehabilitation technical and pedagogical guidance and support to project manager and field staff  Ensures that the project activities are implemented according to internal quality and technical standards and proposes adjustments or improvements if necessary.  Adapts project documentation as required in accordance with global rehabilitation technical norms and standards including the International Classification of Functioning and the human development model.  Contributes to the regular reporting of the rehabilitation activities (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.  If relevant, ensures coordination and collaboration with the technical partners of the project as delegated by the project leader.  Supports capacity development of national rehabilitation staff through assessments, mentoring, supervising and training.    Responsibility 2: Provides technical learning from projects.  Collects the elements necessary for any planned capitalization or scientific documentation exercises.  Provides reports and reflections on all training sessions that are implemented, to contribute to technical learning.  Contributes to rehabilitation technical learning under the responsibility of the specialist based on good practice.  Contributes to the terms of reference for evaluations.  Implements recommendations for improving the technical quality of the rehabilitation components of projects.    Responsibility 3: Contributes to the animation of the rehabilitation sector.   Contributes to recruitment.  Contributes to the necessary rehabilitation technical training.  Contributes to the skills upgrading plan for rehabilitation professionals.  Can contribute to the development of a local rehabilitation talent pool within its sectoral perimeter.
