Draft and maintain regular distribution and intervention plans and coordinate those closely with the supply chain manager and other programme units CCCM, WASH. Coordinate the transport and distribution of NFI at local level (municipal level) Coordinate work of field staff and data collection for needs assessment, consultations and FGD’s with affected population, and participate where necessary. Support with drafting the relevant tools and suggest possible intervention modalities based on the outcomes. Monitor field S/NFI activities continuously, keep track of work/distribution plans in coordination with field colleagues, and report potential gaps/delays in the implementation to the PM. Assist the Project Officer with the coordination with Logistics and Procurement Unit on the procurement process, delivery of programme items, and monitor closely the performance of Ips. Ensure that programme trackers are up to date and reflecting field activities correctly. Monitor implementation of construction activities at field and compliance with safety measures and visibility requirements of donors. Contribute as requested to the reports by providing inputs and data (including weekly, monthly, interim and final project reports), in addition to submitting regular progress reports. JOB CONTEXT: Since February 2022 HI has re-opened a Country Programme in Ukraine to respond to the humanitarian needs triggered by the full-scale invasion of Ukraine by the Russian Federation. In 2024, HI pillars of interventions are: Health : HI aims to improve access to quality physical rehabilitation and mental health and psychosocial support services (MHPSS) for conflict-affected vulnerable population. Protection: Given the scale of humanitarian and protection needs, HI intervenes at various levels to ensure that vulnerable conflict-affected populations have access to multi-sectoral services tailored to their needs. In addition, HI aims to foster a disability-inclusive humanitarian response. Armed Violence Reduction: Ongoing attacks dangerously exacerbated Explosive Ordnance (EO) contamination in Ukraine. In light of this, HI is conducting a multi-pronged approach to EO Risk Education and Conflict Preparedness and Protection (CPP), adaptable to the evolution of the conflict and is looking at extending the AVR scope with NTS (Non-Technical Survey) activities (subject to accreditation approval) and Victim Assistance. Basic needs : to respond to the most acute needs for displaced households hosted by the local population or living in collective settings, HI is providing cash-based transfers, including MPCA (Multi-Purpose Cash Assistance) and a disability top-up. Armed Violence Reduction: Recent and ongoing attacks dangerously exacerbated Explosive Ordnance (EO) contamination in Ukraine. In light of this, HI is conducting a multi-pronged approach to EO Risk Education and Conflict Preparedness and Protection (CPP), adaptable to the evolution of the conflict. Basic needs: to respond to the most acute needs for displaced households hosted by the local population or living in collective settings, HI is providing hygiene and non-food item kits, with an approach various modalities of intervention including in-kind and/or cash-based transfers. Humanitarian-to-humanitarian logistics (ATLAS Logistique): To facilitate the delivery of humanitarian assistance as close as possible to the most affected populations, HI proposes mutualized storage and transportation services to other humanitarian actors – with a specific focus on “last-mile transportation”. HI has 3 hubs, one in the East (based in Dnipro), one in Mykolaiv, and one in the West (based in Lviv), with a Coordination office in Kyiv. There are activities in other cities like Kharkiv and Poltava. HI staffs are accommodated in guesthouses or in a hotel (depending on the location), usually nearby HI offices, with restaurants, cafes, shopping centers within walking distance, and near a shelter (the shelter is either in the building or very easy to reach).  The security in Mykolaiv city and surroundings area of intervention remain relatively stable, although air alarms tend to disrupt work and out of activities.    Mykolaiv being a Humanitarian hub for the South after Odesa, numerous international organizations are located in the city and social life (restaurant, café) is possible under a strict curfew (23:00 to 06:00). Good quality international and local food is available, and different restaurants at walking distance from the hotel and office. Communication (phone, mobile data, internet) is working well. HI currently has around 2 international staffs in Mykolaiv.  To carry out projects of this mission, HI Ukraine is looking for an Rehabilitation Technical Officer for 5 months. YOUR MISSION Under the responsibility of the Health Project Manager, the Rehabilitation TO contributes to the implementation of Humanity & Inclusion's mandate and 10-year strategy in his or her home country. He/she contributes to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the project(s) concerned is optimized. He/she works closely with the program’s technical team. He/she is responsible for support and advice of the 2 national rehabilitation officers so that they properly achieves their technical activities.  YOUR RESPONSABILITIES Responsibility 1: Provides guidance and technical support to projects in accordance with the overall technical frameworks and standards within the rehabilitation sector.  Provides appropriate rehabilitation technical and pedagogical guidance and support to project manager and field staff  Ensures that the project activities are implemented according to internal quality and technical standards and proposes adjustments or improvements if necessary.  Adapts project documentation as required in accordance with global rehabilitation technical norms and standards including the International Classification of Functioning and the human development model.  Contributes to the regular reporting of the rehabilitation activities (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.  If relevant, ensures coordination and collaboration with the technical partners of the project as delegated by the project leader.  Supports capacity development of national rehabilitation staff through assessments, mentoring, supervising and training.    Responsibility 2: Provides technical learning from projects.  Collects the elements necessary for any planned capitalization or scientific documentation exercises.  Provides reports and reflections on all training sessions that are implemented, to contribute to technical learning.  Contributes to rehabilitation technical learning under the responsibility of the specialist based on good practice.  Contributes to the terms of reference for evaluations.  Implements recommendations for improving the technical quality of the rehabilitation components of projects.    Responsibility 3: Contributes to the animation of the rehabilitation sector.   Contributes to recruitment.  Contributes to the necessary rehabilitation technical training.  Contributes to the skills upgrading plan for rehabilitation professionals.  Can contribute to the development of a local rehabilitation talent pool within its sectoral perimeter. And will have complete control, responsibility, and accountability for the company's power distribution. Key Responsibilities: Plan, organize and control the Area Operations to safely deliver a smooth, uninterrupted power supply. To oversee the complete operations and maintenance of the smelting area. Plan the Area work schedules. Re-plan to address contingencies (eg: changes in Departmental priorities). Consider upstream and downstream needs and impacts. Lead the Area maintenance function, including predictive, preventative maintenance and break-down repairs to ensure reliability and availability of power supply to the Smelter. Ensure to deliver a safe work environment. Develop the EHS systems - lead the teams to: (1) undertake root cause analysis of accidents or near misses and take the necessary action to mitigate risk; (2) review the EHS plan and formulate proposals for improvement; (3) execute projects to drive excellence in EHS. Constantly required to make decisions about safety and operational priorities. Lead the teams to execute programs to reduce resource usage (eg: energy, compressed air) and enhance environmental outcomes. Should have strong experience in working with high, medium, and low voltage systems. Extensive experience and understanding of the work of the Smelter Area and the Department. Extensive experience with rectifiers and knowledge of the equipment and safety requirements. Strong managerial experience is required.
