Proposed intervention for NFI and Common Pipeline include direct and indirect NFI responses, assessment, monitoring, procurement, transportation, warehousing, and distribution of critical NFI supplies. Under the overall supervision of the Chief of Mission and the Programme Officer (NFI/Common Pipeline), and the direct supervision of the Project Officer (Non-Food Item), the successful incumbent will support to ensure good quality and timely provision of NFIs to conflict affected populations, including internally displaced population, returnees and affected host communities in Ukraine. Core Functions / Responsibilities:Under supervision of Project Officer (Non-Food Item), supports the overall IOM NFI direct implementation in North and Central Regions of Ukraine (Kyiv, Zhytomyr, Chernihiv, Cherkasy and Sumy regions). Assists in planning and implementation of NFI responses in the field locations, including assessment, verification, registration, and distribution, and post distribution monitoring as required. Assists Project Officer (Non-Food Item) in coordination with local authorities, partners, and other stakeholders on NFI needs and response plan in the Eastern Region, adapting the most appropriate distribution modality at the assigned distribution point. Coordinate and monitor the financial, administrative and technical aspects of M&E activities implemented under project implementation agreements with IPs in line with IOM policies and donor requirements. Plan, coordinate and conduct capacity building workshops on M&E for implementing partners. Assist the MEAL team in the development and implementation of M&E activities for infrastructure or engineering projects. Identify and document good practices and lessons learned; contribute to the development of Standard Operations Procedures (SOP), policies and concept papers and participate in the selection process of Implementing Partners. Supervise and provide guidance and training to MEAL and Program Staff. Review monitoring and evaluation sections under projects implemented through project implementation agreements with IPs as appropriate, e.g. narrative approach tailored to technical approach, timeframe, and budget; illustrative results and indicators; provide input for other proposal sections including staffing, budgets, and technical, as needed. Understand and monitor the reporting requirements for the different projects and support with revision of reports submitted by implementing partners. Support effective IOM knowledge management, including project tracking, data capture and analysis, monitoring and evaluation, and information sharing. Compile, summarize data and present basic information/data on programme/project delivery; produce statistical reports, queries and maps. Perform such other duties as may be assigned.Required Qualifications and ExperienceEducation School diploma with seven years of relevant experience;orBachelor’s degree in Engineering, International Relations, Development Studies, Human Rights, Law or related fields from an accredited academic institution with five years of relevant professional experience. Experience Experience in working and monitoring implementing parnters such as international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and, Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
